One may wonder whether the various programs are taught in Japanese, but you could be wrong, as many universities provide English courses.
I should have mentioned that while the MEXT program is purely government-sponsored, there is a co-sponsored scholarship with most universities in Japan. The University-recommended scholarships are under the MEXT program and are also applied simultaneously. Individuals must contact the universities beforehand and acquire the application details. The difference here is the application protocols. The university-recommended scholarship requires some proactivity from the applicant.
